			<content:encoded><![CDATA[<p><span style="color:black;"><font size="3"><font face="Times New Roman">What is the purpose?<span>  </span></font></font></span><span style="color:black;"><font size="3"><font face="Times New Roman">The purpose of this literature review is to determine the value of on-line programs in elementary schools. <span> </span></font></font></span><span style="color:black;"><font size="3"><font face="Times New Roman"><span> </span>What does it mean?  </font></font></span><span style="color:black;"><font size="3" face="Times New Roman">Online learning is a form of distance education where the teacher and the learner are far removed. <span> </span>In 2005 The Office of Educational Technology (OET) produced the publication </font><a href="http://www.ed.gov/about/offices/list/os/technology/plan/index.html"><span style="color:black;"><font size="3" face="Times New Roman">The National Education Technology Plan</font></span></a><font size="3"><font face="Times New Roman">, which provides a summary of the challenges in our schools, the importance of technology, current student attitudes regarding technology and recommendations for meeting the challenges of No Child Left Behind through technology.</font></font></span><span style="color:black;"><font size="3"><font face="Times New Roman"><span> </span></font></font></span><span style="color:black;"><font size="3"><font face="Times New Roman">Additionally next steps were outlined in the report from the U.S. Department of Education.<span>  </span><span> </span>National Education Technology Plan outline the countries next steps that will help lead to a “new golden age,” in American education.<span>  </span><span> </span>How the Internet, the Law and Today&#8217;s Students are Revolutionizing Expectation, focuses on signs of progress in core subjects, benefits from reforms stimulated by the No Child Left Behind Act, and the success of modern approaches to learning through advances in educational technology. </font></font></span><span style="color:black;"><font size="3" face="Times New Roman"> </font></span><span style="color:black;"><font size="3"><font face="Times New Roman">What are the key words? </font></font></span><span style="color:black;"><font size="3"><font face="Times New Roman">The three areas of review that I am using for my Literature review are “Instructional Technology,” <span> </span>&#8220;Classroom Technology,&#8221; and &#8220;Elementary Online Instructional Programs,&#8221; “Computers in the Classroom,” Interactive Learning Online.”</font></font></span><span style="color:black;"><font size="3" face="Times New Roman"> </font></span><span style="color:black;"><font size="3"><font face="Times New Roman">What do you already know about the topic?  </font></font></span><span style="color:black;"><font size="3"><font face="Times New Roman">The problem in trying to assess the effectiveness of computer technology is that educators are increasingly using computers to assist in transforming their classrooms into constructivist learning environments. The traditional types of standardized testing are not effective in measuring the kinds of benefits gained in technology-rich classrooms, and where benefits can be demonstrated, it is hard to tell how much of the success is due to the technology, and how much is due to the changed learning environment. </font></font></span><span style="color:black;"><font size="3" face="Times New Roman"> </font></span><span style="color:black;"><a href="http://www.ed.gov/admins/lead/academic/advanced/index.html"><span style="color:black;"><font size="3" face="Times New Roman">Innovations in Education: Connecting Students to Advanced Courses Online</font></span></a><font size="3"><font face="Times New Roman"> (December 2007), <span> </span>report highlights six providers of academic coursework that deliver advanced courses online. Online learning might be an enticing option for schools and students because it expands the range of academic experiences, provides access to highly qualified teachers and reinforces 21st century skills such as time management and technology skills. </font></font></span><span style="color:black;"><font size="3"><font face="Times New Roman">What is the scope?  </font></font></span><span style="color:black;"><font size="3"><font face="Times New Roman">The scope of the topic is quite large. There are also many factors that one must consider. <span> </span>1. Equipment availability </font></font></span><span style="color:black;"><font size="3"><font face="Times New Roman">2. Technology ease of use, teachers and students</font></font></span><span style="color:black;"><font size="3"><font face="Times New Roman">3. Time to learn technology, teachers and students</font></font></span><span style="color:black;"><font size="3"><font face="Times New Roman">4. Administrative support</font></font></span><span style="color:black;"><font size="3"><font face="Times New Roman">5. Time</font></font></span><span style="color:black;"><font size="3"><font face="Times New Roman">6. Lack of Equipment</font></font></span><span style="color:black;"><font size="3"><font face="Times New Roman">7. Funding</font></font></span><span style="color:black;"><font size="3" face="Times New Roman"> </font></span><span style="color:black;"><font size="3"><font face="Times New Roman">While it may be argued that all learning is interactive in one way or another, the term &#8220;interactive&#8221; will need to refer to the &#8220;computer&#8221; as the tool that will have the significant role in the learning environment being studied. </font></font></span><span style="color:black;"><font size="3"><font face="Times New Roman">A learning environment is &#8220;interactive&#8221; in the sense that a person can navigate through it, select relevant information, respond to questions using computer input devices such as a keyboard, mouse, touch screen, or voice command system, solve problems, complete challenging tasks, create knowledge representations, collaborate with others near or at a distance, or otherwise engage in meaningful learning activities</font></font></span><span style="color:black;"><font size="3" face="Times New Roman"> </font></span><span style="color:black;"><font size="3" face="Times New Roman"> </font></span><span style="color:black;"><font size="3"><font face="Times New Roman">Do you need everything ever written in English on this topic, or just the last ten years? </font></font></span><span style="color:black;"><font size="3"><font face="Times New Roman">I will use articles and research dating back at the latest, ten years., since online learning is a relatively young phenomenon. <span> </span></font></font></span><font size="3" face="Times New Roman"> </font><font size="3" face="Times New Roman"> </font></p>
